Iron
ore loading in CKP Division. |
The iron ore loading in CKP division is being guided by policy letters
issued from this office from time
to time. In supercession to these policy letters, the
following guidelines are issued to be
implemented with immediate effect.
A)
Acceptance of indents.
i) Indents will be accepted as per Rule 201 of
Chapter II of IRCA Goods Tariff (No. 41) Part 1 Volume I.
ii) Maximum
of 3 (three) indents for a particular destination per consignor will be
acceptable for
registration of
indents. However, for
acceptance of export indents (including WIS export indents).
Consignees must submit valid proof of possession of
plots at destination ports.
B)
Allotment process
Odr day & non odr day
Odr Day
As per the provision of Preferential Traffic Order to nominate one day of the
week as ODR day, Wednesday is being nominated as ODR day. On the
ODR day rakes will be allotted on the basis of seniority irrespective of class
of priority subject to meeting
directional requirement as explained in Para B.5 (iv)
Non ODR days
On non ODR days normally priority C/WIS indents will be given allotment,
adhering to the sectoral programmes issued by Jt. Director/RM as well as WIS
commitments. If in any siding, valid priority C/WIS indents are not available
(programme exhausted/no indents situation/any other operational reason), D
priority indents will be allotted for permissible directions, as per seniority
of indent at the station/siding.
B.1) CBT &
PRIORITY C
i) The
allotment of iron ore for major steel plants form their private sidings under CNT programme will be
done from stations / sidings as per the
programme given by Jt. Director/RM
ii)
Allotment of iron ore rakes under Programmed
Traffic (Priority C) will be guided by the policy on
programming on iron ore traffic under Boards letter
no. 2007/TT-III(S)/32/16, dated: 29-102007 and
as per distribution
given Jt. Director/RM from time to time.
B.2) Local Destinations of SER
i)
Indents for local destinations of SER will be
accepted in special stock i.e. BOBS / BOY.
ii)
Separate seniority will be maintained for local
destination indents at each station/siding. Indents will be
allotted in terms of seniority at
a particular station.
iii) Loading
station/sidings will be grouped in to two sectors, namely Dangoaposi (DPS) &
Basuan (BXF). Within each sector, sidings/stations
will be rotated in a fixed pattern for allotment, as
detailed below.

Gx, Bil, Bjmd, J/6, Bbn, Bxpx, Byx, Djhr, Nomd, Dps, Tk, Deepak, Rml, Taurion,
J/Balaji, Eiml, TK.2
BFX
Bxf,
Kmpd, Rgz, Buf, Cpe, Brmp.
iv) On
the day of allotment, if priority C local indent is available in a
station/siding, allotment will be made for
Priority C indent form that
station. During rotation, if there is no indent available at any particular
station/siding the next
station/siding in turn will be considered for allotment. If allotted indent at
any
station/siding is cancelled
after supply, next senior most indent from the location within the local
category
will be considered for supply.
v) Allotment
for particular destination will governed by terminal unloading capacity. If a
destination
features at
more
that one siding/station, its allotment will be limited to the number of rakes,
which can
be unloaded at the destination.
vi)
Due to high WIS commitment of JRLI, one local
indent will be allotted as per seniority on every ODR day.
B.3) W I S
Allotment of iron ore rakes under WIS scheme is
guided by the policy on programming of iron-ore traffic issued under Boards
letter no. 2007/TT-III(s)/32/16, dated: 29-10-2007 and other relevant
instructions issued from time to time.
B.4) Non W I S Export
i) After
meeting the WIS requirements, non WIS export indents can be allotted from siding
not having WIS
indents.
ii) For
allotment of non-WIS export, loading points are grouped into 2 sectors namely
DPS & BXF. Within
each
sector a rotation cycle should be
followed selection of loading points and allotment will be made to
keep port wise commitment of smooth flow of
traffic.
iii)
On ODR days, JRLI will also be included
in the rotation. Senior-most indent for a particular export
destination
will be allotted.
iv)
The distribution of rakes to be loaded from DPS
and BXF will be decided depending on flow of empty
rakes, in
consultation with HQ on
day-to-day basis.
B.5) Priority D Domestic
i)
Allotment for loading of Priority D Domestic
indents will be done on ODR day i.e. Wednesday. These
indents are
grouped into SECR, ER, ECR & ECoR
directions at every station. Senior most indent as per
ODR in each group will be considered for allotment.
ii) For
allotment of the rakes, a fixed schedule of rotation of loading points will be
followed. On ODR day
(Wednesday), one priority D domestic
indent will be allotted from JRLI also as per seniority. Allotments
to each station will be as per its loading
capacity.
iii) ODR allotments, which
cannot be supplied on ODR day, will remain valid and will be supplied on
subsequent
days.
iv)
Normally, on ODR days BOX N rakes for allotment
will be on the following pattern: 8 for SECR,
4 for ER, 2 for
ECR & 1 for ECoR, subject to
terminal restrictions in force and Variation in this number will
depend on
specific
instructions of HQ to the
division.
v) Traffic offered for distance of more than 800 km
will have preference over other traffic
within same priority.
vi) Allotments
for various loading station/sidings will be done as per their loading
capacities. Allotments will
be
regulated, if backlog is created
due to delays in loading, empty availability, failures/breakdowns etc.
vii)
Allotments for priority D should not be done
on non ODR days from station/siding, where priority C/W
I S
indents are available, except for
local destinations of SER in special stock.
C)
Supply of rakes
If the supply I planned for a particular
destination and the customer has been informed, the loading should invariable by
done provided there is no restriction imposed for that destination. In case a
restriction has been imposed after allotment but before supply, the same will
remain alive and can be loaded after the restriction is lifted.
